In City Tycoon players jointly build a city, placing tiles which represent various types of districts -residential, commercial, industrial, downtown, etc. The tile arrangement strongly influences the city's development, and which districts a player chooses is closely tied to a player's strategy.

The game lasts 4 rounds, which each end with players supplying their districts. Players will use the available electric and water resources to maximize their own profits while trying to reduce their opponents'. The selection of which districts to place, and where to place them, is crucial. Too long a distance to water and electricity can cause additional costs, while a park or hospital can enhance a neighbourhood's development.
