The English Civil War was fought against the background of the weakness of the early modern state. The collection of finance, the raising and training of troops, never mind their command in the field were all great mysteries to English generals and statesmen. Only recently the armed forces of England had so mismanaged their affairs as to be defeated by the Scots. No player of Unhappy King Charles! need feel that he knows less than the historical commanders. Yet no player should forget the high stakes for which their original characters played; liberty and the freedom to regulate worship in the way that they want.

Both sides are faced with the need to control the larger part of the nation; this is best done at the local level by ensuring local power networks are beholden to your faction. Unhappy King Charles! uses the innovative Political Control concepts of We The People to cover the control of the nation. Armies are only useful to the extent that they maintain control or change control. Victories in battle mean nothing without the ability to translate them into control.

As with all civil wars the main factions (simulated by the players) are supported, on their own terms, by other groups. The Event and Operations Card decks not only permit you to manage your armies, but cover the possibilities of intervention by other groups, political changes and even the occasional plot. From enraged peasant armies to clubmen to the relatively professional Scots regiments of the Army of the Solemn League and Covenant, you will make war not as you ought, but as you can.

Unhappy King Charles! presents you with the problem of managing your forces. Each unit is about 3,000 men and you will find an army of two units is quite sufficient to move swiftly and effectively changing control of the countryside. However, if you wish to dispute control with a larger army you will find yourself moving more slowly but more safely. The very largest armies (such as fought a Marston Moor) require considerable effort to collect, move and maintain. Even when you assemble your perfect army it will suffer attrition and require periodic reformation. Solving these problems is what Unhappy King Charles! is all about.
