These rules are designed to cover the warfare between the end of the Napoleonic Wars and the opening of the First World War.

This was a period of change. The development of the train enabled a rapid mobilisation of the new conscript armies, and kept them supplied. Weaponry advanced from smooth bore firearms to bolt action rifles, machine guns and quick firing artillery.

The Nineteenth Century was also a period of colonial conflict with small "European" armies going out to conquer large areas of the globe from fierce but poorly equipped natives.

The rules have a simple mechanism with the emphasis of officers' command and control, so as to represent the problems of commanding troops in battle which confronted generals, rather than how many casualties each unit was taking at each stage of the battle.

The rules contain army lists for European theatres from 1820 to 1914 and are accompanied by an additional set of army lists containing army lists for the rest of the world including conflicts and wars in the Americas.
