When conflict comes, one side will develop a means to give them the 'upper hand'.

In 'Highway F.M.', as the law enforcement agencies move towards the concept of making higher levels of firepower more transportable, the opposition has, predictably, acquired Black Market vehicles or (more commonly) began to adapt former civilian vehicles to deal with 'unhealthy' situations. Following suit, vigilante and private security organizations have all fallen into line to keep pace with the balance of power. Despite the fact that all of this effort has been made for the same purpose - to gain a decisive advantage - the result is an amazing variety of machines engaged in constant battle with varying degrees of success.

The system presented in this volume is designed to recreate combat emerging from the above ground at a point where the 'arms race' is well established. It enables vehicles to engage in combat on the open road or alternatively, to test their mettle (metal?) in more restrictive, densely packed fixed zones. Not only does this encompass two types of game within the same volume, the system is also fully compatible with its companion title 'Street F.M.' to enable vehicles to take part in close range street fighting in conjunction with 'pedestrian' combatants.

As with any other 'Dropwing' publication 'Highway F.M. should be treated as a system rather than a set of rules. This means that players may feel at liberty to adapt amend or add to the enclosed ideas in order to meet their own requirements. The only 'real' rule in mobile combat is to get it right - in this way you remain mobile (and the opposition doesn't)
