Balance of Powers enables two or more players to game the entire First World War at the army, corps, and naval squadron level. The grand campaign game spans the entire conflict on all fronts from the diplomatic crisis of July 1914, through five years of grinding combat, and possibly even into 1919. Shorter scenarios cover the main fronts in key years such as 1914, 1916, and 1918, or secondary fronts such as Africa and the Middle East spanning several years, with all scenarios highly rated for solitaire play.
Land action begins with mobile stacks in grand sweeping offensives, eventually slowing down as forces entrench and thereby lock in gains for the long war of attrition. To animate WWIs "static" fronts, Balance of Powers allows incremental progress across hexes with a built-in counter-attack effect to recreate the dynamic ebb and flow of combat in the trenches. Balance of Powers also depicts territory and forces often neglected in other games such as the Skagerrak and Denmark's navy (complete with first-rate submarines), unlocking numerous strategic options.
Players must use their nation's industrial production, military might, and diplomacy to defeat their opponents. To achieve victory they must win battles, reduce opposing economies, and capture "bargaining chips" for leverage at peace talks. Along the way, major powers bid for alliance with neutral nations to strengthen their hand. Economies are managed using a simple Industrial production engine to avoid complex rules and excessive math while enabling players to comprehend the "cost" of their losses.
